     I beg to differ; I have IP20337 - V1.2.7 code running on Netware and
     an incremental backup with DOMAIN ALL-LOCAL did indeed begin backing
     up a mounted CD-ROM. Could there be something unique about the CD-ROM
     drivers that make ADSM believe that the CD-ROM is a hard disk?

Yes, IC07959 was originally closed SUGG, then reopened and
closed PER. This means that there was code change to fix it.
IP20265 (level 6) code fixes that problem.

The problem was that mounted CD-ROMs were backed up when
a domain option had the key word all-local. Now, all-local
does not include mounted cd roms. Although you can still
back up mounted cd Roms by specifying the volume name of
the cd in a domain statement.
