ADSM and the lack of time change

Well my ADSM/VM server didn't seem to acknowledge the time change.
We shutdown the system and IPL'd, set the time and geez, everything
but ADSM has the time right.  The actlog is timestamping one hour
behind the actual time.  A quick look at the ADSM server machine
shows that it knows the right time and what timezone is active.
ADSM just doesn't seem to want to accept that little bit of
information though.

I seems to remember having this same problem with ADSM from the last
time change and the one before that even, unfortunately, I can't seem
to remember how to fix this problem.  Would someone be so kind as to
inform my obviously senile mind what to do.  I'd be ever so grateful.
