Yeah, if I understand you right, I vote for option (1).  Implement
ALL-LOCAL as all non-ejectable volumes, and make it the default DOMAIN.
Document it thoroughly in the User's Guide.  I would guess that very few
of our users use Norton to partition their hard drives.
