Here's why the Administrator's GUI does not respect the DSM_CONFIG
environment variable. It is because there is a separate environment
variable called DSMG_CONFIG. It points to the Options file file that
the Admin GUI uses. Usually, DSM_CONFIG and DSMG_CONFIG point to the
same Options file, but if you want, you can have the Admin GUI use a
different one than the Backup/Archive client.

It's mostly for flexibility (you might want to talk to two different
ADSM servers, or use two different communications protocols, or
whatever). With the 3270 communications protocol, you might want two
separate options files (each specifying a different logical terminal
id) in order to be able to run the Admin GUI and Backup/Archive client
simultaneously from the same workstation. Of course you could always
override the logical terminal id via the command line.
