I don't remember doing anything special to get the OS/2 ADSM client running with tcpip 2.0. If you have setup tcpip correctly, i.e. if you can do an FTP, you should be all set for ADSM. Have you trie

You don't have to do anything other than set the communications access method in the ADSM config file to TCPIP and provide the host name and port to talk to. ADSM knows what to do from there.
