The include exclude list is not sensitive to whether the operation is backup or archive. You should always create both a backup and archive copy group in any management class. The error you are seein

No, I forgot to activate the policy set; that was the initial problem. But, I don't see how this would have affected the incremental backups. They didn't start blowing up until AFTER the archive trie
