Their first incline is to make sure service pack 4 is installed on exchange. On ours it is/was. So that is not the fix. If so, the only way I have found to correct it is to reboot the exchange system. We finally rebooted and ran exchange optimize (perfwiz.exe) as requested by TSM support. This fixed us for now.
