All traps from our switches & routers are sent to NetView. If NetView receives an interface down trap from a router, does it automatically do anything in response to the trap? I thought I once heard

Yes, it does. It reacts to generic traps 0,1,2 and3 from all enterprises by re-evaluating the status of the device it came from. It was always documented to do so, and for the last couple of versions
