Run a bigasm test on your backup server/storage node (bigasm test details in EMC performance guide) this will show if you can obtain more than 3MB/s if this is ok then run the test on your networker

What happens when you increase the number of sessions per drive? Or increase the server's parallelism. I've found dramatic improvement in drive speed when even a couple of more sessions are running.

Check your SCSI cables, and your bootup messages on your server. Also, try to run a tar or dd to a blank tape in the drive with a couple of gigs of nicely random data to the drive. What speed do you
