If having DR is so important that you have to jump through all these hoops, I'd suggest actually looking at what is supported in NetWorker. NetWorker supports Active/Passive clustering of NW servers.
What kind of network connectivity do you have between the backup server and the production server? If you have good network connectivity, you can probably replicate /nsr/res and /nsr/indexes from th

License your DR server with EMC as DR for no charge, they will issue licenses where you say its a DR only server. I assume EMC do it. Legato did it in the past. Load good copies of the mm and res dir
