Yes. Any data that changes prior to the first level 9 will be backed up by all subsequent 9s. Any data that changes prior to the first incremental will only be backed up by the first, and not later

Yes. If you run consecutive backups at the same level, the last backup will contain all the data that changed (meaning if you have to do a restore, only the last backup's tapes are needed.) Increment
