Is that the initial or 2nd run with this batch of files? The 3rd and subsequent runs should be faster if you have enabled checksum caching. Or is that a typical amount of change between backups? Cons

That could be a local problem on the target. The difference is that incremental runs only look at the directory entries if the timestamp and length match the copy in the previous full (or incremental

There is nothing intrinsic about Windows XP Home, cygwin/rsyncd (especially with cygwin 1.7), and BackupPC that should be causing your backups to be significantly worse than backing up a Linux system
