VM tagging scheduling

I understand tagging and scheduling for VMs in general. Our requirement is that we should be able to separate out production and dev clusters (prod machines having a higher priority). Since schedule assignment and load balancing between proxies is done at the data centre level, how can I assign sched/proxies to some clusters and other sched/proxies to other clusters? (Note: manually changing these on a guest-by-guest basis is NOT an option!)

Are you doing daily backups of prod and dev, and is there a requirement that both finish daily? If the answer is yes, then priority is irrelevant and let the load balancing take place across all proxies.

Management says it is relevant, but your argument does make sense, and is something I was thinking. I will try to present it up the food chain and see how far it goes.
