Uss the Library's console to find out - search for LOGS.

    Is this a TS3500 (3584)?

guess its an IBM TS3500 - check if the volume you wonna checkout are unused, than try to checkout with force-option, reassign the volumes on the library GUI

    a) checkout LTO4 tapes manually via GUI into bulk
    b) checkout libvol <libname> vollist=...L4,...L4 remove=bulk checklabel=no

reassign those LTO4 in bulk to LTO4 library.
