TSM Sysback. Restore backup as image file

I did a backup on VG using smitty sysback usingthe option Backup the System (Installation Image) and want to restore it as image file into a different server using the option Device to Device Copy >
Copy Backup Tape to Backup Disk Image. However this error come up

sbdevice: A file or directory in the path name does not exist.

Can anyone help me configure this one?

is this actually possible? or i can only restore the data as VG
