TSM for VE: Can it back up VM's in off or down status?

TSM for VE can pick up and back up new created VM's, but I am not sure if it can also back up VM in down/off status, or only VM in up/on status?

In VMWare it is able to backup VM's that are powered off.

I only have TSM for VE running in VMWare. I am unsure of Hyper-V.
For VMWare, yes it can backup VM's that are powered off.

Can you please explore it in more details, as for what configurations I should perform to pick up the down VM? I would assume by default it will only pick up up VM.
