TSM Admin Center stopped working - need help

Hello to all,

I have a TSM admin center installed on win2008r2 64bit as a VM that was working just fine until yesterday. the VM was rebooted for some minor updates and no I cant get the admin center to start either as a servce or manually. This VM also has the TSM client and reporting application installed and these features work fine still its just the DARN admin center that doesn't work. I tried to start it manually and get the following error.

Has anyone seen something like this before?

Here is the error when I try to start the ISC manually:
