TSM 7.1.1 Keeps crashing due to drive

My tsm server keeps crashing on windows during its start up below is the output. Anytime i start it up it continues to try to initialize the drive and fails once it fails it crashes. I have tried the san discovery off, I have tried editing the devconf and commenting out the reference and it still tries to load it. I have tried to remove it from the registry but TSM still tries to this drive. According to ibm i just need to run the update drive command and/or delete the path and recreate it but TSM crashes before i can even get to a prompt. There has to be a way to load the server in read write without any devices loading, i just don't know how to do it.

• Closed as program error.
  
  

Error description

• The server can crash if a previously defined drive did not exist
  on the system but its path still existed during the TSM server
  initialization. When TSM server failed to open this drive, the
  server tried to do the LUN reset to this device. This LUN reset
  operation caused the crash. Message from the dsmserv console:
  ANR8470W Initialization failure on drive DRX in library LIBX.
