Tape Volumes Not Matching in TSM and Library

Hello, I'm looking for a fix for an issue I haven't run into before. Had a bit of bad timing. On Monday, I was running our script that updates recalled tape volumes to 'scratch' on one TSM instance and our TSM Library Manager instance crashed at the same time. The job finished and TSM does not see the tape volumes anymore, however, the library still sees them as encrypted tapes. I have tried the usuall command to load the tapes as 'scratch" and also a command to overwrite the tape label. Neither was successful.

LTO4LIB cannot be labeled because it is currently defined
in a storage pool or in the volume history file.

Is there a way to get the library to recognize these tapes as 'scratch" ? They can be loaded as 'private' but TSM doesnt recognize them.

On Library Manager:

tsm: TSMLM>q vol 012970L4 f=d
ANR2034E QUERY VOLUME: No match found using this criteria.
ANS8001I Return code 11.

and 2nd instance:

tsm: TSM16>q vol 012970L4 f=d
ANR2034E QUERY VOLUME: No match found using this criteria.
ANS8001I Return code 11.

Tapes show as "encrypted" in the tape library.

I have not run an audit on the library. I can load the tapes as 'private" so it is seen in the library but they are still not seen with "q vol". Would an audit update these tapes in teh library to "scratch" as TSM has already removed them with the "run movedrmonsite" script a few days ago ?
