what's missing? Usually apps automatically start when server boots.

You can't start the server as root unless you gave it the necessary permission. If you want to start the server manually because it failed to start automatically, login as the instance owner and follow this:

I did start as instant user "su - d2it12"
Found out the server team reimage was incorrect of the production. Sorry forgot to mention it is for DR.
