Okies we plan to install and use Spectrum Virtualisation API's to backup VM's at a VM Level. However we want to have different retension policies at a file level within the VM and for the VM level. I need to know how we acheive that and if its possible. i.e. One for the VM and various for the file objects within that VM backup.

You can't separate the two. That's because the file restores for the VM are done from the VM backup. There isn't two backups (one for VM and one for file), it's a single backup.

Depending on the VMs are carved out, you could do something like this:
- use TSM for VE to backup the VM using a given retention
- install the TSM Client inside the guest to do a file-level backup with a different retention, maybe just the data drives and not the system drive. You could also exclude the data drives from the VM backup.

However, the 2nd method requires more work and takes just as much storage space as the first, if not more.
