SP for VE Vmware backup VM error ANS0361I RC=964

Hello,
i have an error during a backup VM
control files and data are separately (control files on Container STG and data on tape library)
SP for VE Vmware 8.1.6.1 on Windows Server 2016 (same error on 8.1.4)

additional info...
BA client with backup Vsphere VM same error
Snapshots in Vsphere 6.5 are also created and deleted well (after backup timeout)

with SP for VE Hyper-V 8.1.6 on Windows Server 2016 (vm) same config work well (backup to tape and VTL)

Server SP (8.1.6 on linux system) waits for the set time (4200 sec) and finishes the operation (Media wait)

anyone come across this?

experimentally found that when VMMAXBACKUPSession = 1 backup completes normally
why not use multiple sessions... mystery
