Scratch vs. Filling tapes

I have noticed that my TSM server will sometimes choose scratch tapes over tapes that are in the filling state. For example, there are 5 tapes that are not full (10% - 80%), but when migration started TSM grabbed two scratch tapes. When I have seen this before I moved the data off the tapes and all was normal again. There are no errors on the tapes and I see nothing unusual. I know this is not very important, but any clues, or is it just a weirdness?



Other info:

No tapes were mounted at the start of migration.

The tapes in question are in the library.

migration will use scratch tapes. you should reclaim your stgpools always.
 
Reclamation runs everyday, that does not seem to the issue. The migration seems to ignore these tapes, I just can not figure out why.
