Scratch tape using before existing tape full

In my tsm server scratch tape is using for backup since my existing pool have one tape free which used 9% only and filling state. Also i checked tape is read/write mode. today again it has taken my old only.

Why backup is happening like this.
What changes i have to do for taking backup on single tape untill it full.

TSM is generally configured to use Disk pool as the primary pool , so unless your primary pool ran out of space or its configured to use tape pool directly you should not be worried about it ( since tsm takes care of it )

Now , you need to check if the other tape ( 9 % utilized tape ) was in use by tsm when there was a new backup request so it took a empty tape instead of waiting for the used one !! Another thing is if you want one Node to fully use one tape first and then move on to the next one then you can try Keepmp=yes parameter in Register node of tsm !!
