Is it possible to restore a NDMP backup image (complete or single file or folders using TOC) to an alternate location outside NAS filer (EMC, Netapp), It can be a Linux or Windows Box (local disks) or a network share outside NAS filer?

Thanks in advance!

I believe it's not possible. The help seems to indicate that the restore happens on the same file server the backup was taken, but it could be a different filesystem:
destination_file_system
Specifies that the file server restores the data to an existing, mounted file system on the file server. This parameter is optional. The default is the original location of the file system on the file server. Virtual file space names are allowed.

You can restore NDMP backup image to another NAS if you change the datamovers ip, but I have never tested to put a Linux box ip there... Would be interesting to try.
