If the TSM server does not restart any backups will affect any delay. E.g. tape reclamation, tap data expiry etc.

Not sure if I understand your question. The TSM server will stop all sessions and proc's when a halt command is issued. All server task will start up once the server is up and running. Exp invent will start first. Then migration and reclaim thresholds are checked.

Clients that have a running session will be stopped. If you are lucky, BA clients may restart the sessions if it is a quick restart.

It depends. They will if kicked off by a threshold, they will not restart if they are scheduled to run with an administrative command, they will instead run at their next scheduled time.
