Are you seeing a lot of tape swapping taking place in your library? Depending on how (or if) you use collocation that can slow things down by spreading out your data over a large number of tapes.
1st thing I would check your NIC setting to ensure it's not set to auto negotiate.
Make sure it match with the network port, ie 100-Full.
When you kick off the restore, does it request lot of tape mounts?
If so, then the client you are not collocating your data on tape.
Your data is spread on multiple volumes.
Like Pstacy points out, you need to turn on collocation to speed up the backup/restore process.
