License issues when upgrading to 5.3

Since I upgraded to 5.3 I iget the following messages.

ANR9956E Unable to load procedure address from dynamic link library ADSMLICN.DLL

ANR9632I Cannot load licensing library: ADSMLICN.DDLL : the server will assume evaluation licensing mode



We have all of the proper licenses and when I do a reg lic it states that I have all of the licenses but that license registration is not supported on this server. (ANR9638W)



Any ideas?

Did you run the IDL & the upgrade DB jobs?

No. This was a new install where I installed 5.0 from CD and then upgraded to 5.3 before configuring anything. What is the IDL?
