Based on the licensing structure, probably not. Licensing is based on CPU cores of the client being backed up, so if you don't have the TSM client running on that client anymore, its not running on anything, so no CPU cores. I wouldn't think it would matter if TSM server is still storing the data. You pay for the TSM client software, not the amount of data stored in backup.
