How to enable HSM migrate GPFS file?

Our GPFS pool is full. Usually HSM will enable migration job to reduce the space. This time it has no sign that the migration is launched.
I have kill hundreds of dsmrecall job, the GPFS space is still full.
What can I do?

I found there are hundreds of dsmautomig jobs hanging in background.
After kill those jobs by following command.

kill -9 $(ps -A | grep dsmautomig | awk '/?/{print $1}')

The GPFS pool is reduced to normal ratio.

Still need watch if the system has some other side-effect.
