Eventrules and userexits

I have eventrules set up to write data to Tivoli Tec. I have run into a situation where one of my eventrules flooded the Tivoli Tec console. From the TSM side, is there a way I can put a threshold on the number of messages that I send to Tivoli Tec. e.g. "if this is a duplicat message, only send once an hour" or, "send this message every 5th time you recieve it".
I see information on userexits when I do help on Eventrules...does anyone use userexits for eventrules. I'd like to hear your experiences and whether it's worth persuing. Thanks.

Long time ago I was working on monitoring TSM with TEC. From what I remember there is no such an option in TSM. Event correlation and analysis is the supposed TEC's job. Repetitive events handling should be one of the most basic features. Check your TEC config.
