On each client I run the following
    set backup_dir="C:\Program Files\Tivoli\tsm\baclient\"
    cd /d %backup_dir%
    start dsmc incr e:\* f:\* g:\* -subdir=yes -optfile=C:\tsm\daily_files\dsm.opt >> C:\tsm\daily_files\backup.log

The problem it takes so long for the file inspections

    Incremental backup of volume 'e:\*'

Enable Journaling for the file backup on E:

Even with resourceutilization set to max (10) and you are backing up millions of files, it will still take a lot of time to run the full course. This of course, I am presuming you have lots and lots (~ hundred thousands or millions) of files on E:.

Otherwise, try Trident's solution first. If this is still slow, enable Journaling.
