In AIX we use the DOMAIN option in the opt file to exclude certain FS from time to time the admins my add a new FS, is there a way to auto add new FS's ? without having to manually add to the domain

You can't both specify specific FS and also include new FS.
You have 2 options to backup new FS automatically:
1 - do not use the DOMAIN option, it will default to ALL-LOCAL
2 - use domain to include all FS except those you don't want: DOMAIN ALL-LOCAL -/junk -/garbage
Given machines can vary a lot, I'd use option 2 in the option file myself and would not bother with a client option set, unless you know of specific files volumes you want to exclude across multiple servers.
