After upgrading the ba-client to 6.4.1.0 the archiving stopped with this error:
0168
DSM_RC_NO_PASS_FILE
Explanation:
The file containing the stored password for the specified server-name is unavailable.

Doing a dsmc -optfile=/usr/tivoli/tsm/client/api/bin64/dsm.opt works without
any password issue.
Backups works.

passwordaccess is set to generate.

All DSMI environmental settings are ok.

Why does the archive fail on the password access?

try following:
su - db2user
db2adutl query

Verify the output, you should get valid backup list or some more meaningfull error description (i.e. file xxxxx not found)
Few days ago it saved me a lot of work since it pointed me to missing link files to some *.so files (library)

Thanks for the link Rore.
No, I did not restart the database then.
We had to restart the databases later but not all, surprisingly.
If we have to restart all our 88 databases everytime we are upgrading the clients we have a big administrative challenge.
