Database backup fails with ANR2984E

After reinstalling a TSM Server (Windows Server 2016) the initial database backup fails with ANR2984E

i configured the instance with the Wizard for Instance Configuration
Also the tsmdbmgr.opt and tsmdbmgr.env are in the instance directory:

With the wizard, it should have been configured for you. Looks like Steps 1 and 3 are covered by your last post. Check step 2.

I followed the instructions of step 2, unfortunately the issue stays the same:

db-backup aborts immediatly and in the ActLog there is still this entry:
ANR2984E Database backup terminated due to environment or
setup issue related to DSMI_CONFIG - DB2 sqlcode -2033 sqlerrmc 406

I just doublechecked the config. Meanwhile I created 2 another TSM instances, one manually and one with the config wizard. Error is the same on all 3 systems.
I remember having troubles with a database backup related to the IBM GSK8 Kit. Maybe I should start looking at that corner.

Thanks a lot for your help anyway. If you have another idea just let me know.
