B/A client is required before installing HSM client...why?

I know B/A client is required before installing the HSM client on Windows, but does anyone know why? From what I can tell, the B/A client does not need to be configured what so ever in order to use the HSM client. Am I wrong about this? I am testing the HSM client, and am close to getting it to work, but I think the policy domain must be messed up.

HSM uses some of the API's within the BA for HSM. Guess their thinking is that no sense having to update it in two places.
