A valid TSM for Virtual Environments license file (tdp4vmw.lic) cannot be located.

Every night when TDP for VMware (7.1) is running most VM backups are successful, only some fail because of a license error. These backups fail because the license file cannot be found. This strange because the file is actually there (C:\Program Files (x86)\Tivoli\TSM\TDPVMware) and it just seems totally random to which VM it occurs.

Snippet of the error log:
09/02/2014 06:09:12 ANS2888E Backup VM Full VM Incremental is unable to run.
A valid TSM for Virtual Environments license file (tdp4vmw.lic) cannot be located.
09/02/2014 06:09:12 ANS0400E License file could not be opened.
09/02/2014 06:09:13 ANS1228E Sending of object 'vm1' failed.
09/02/2014 06:09:13 ANS0400E License file could not be opened.
09/03/2014 04:15:00 ANS2888E Backup VM Full VM Incremental is unable to run.

Did anyone run into this problem and how was it solved?
Btw the software is downloaded from the Passport Advantage, so it should be licensed properly.

I ran into this a few times. Was almost always resolved by redownloading the base level of the installer from passport advantage.

IE: You want 7.1.1. You will need to download 7.1.0 from passport advantage which contains the license file - then download the 7.1.1 upgrade.
