On RHEL with tsm client 7.1.6 how do i dsiable web services

WE run our RHEL client via a lcoal CRONscheduled job and not the TSM scheduler.
We are required to disable the webclient for security reasons.
dsmcutil does not seem to be installed on our box.
What is the procedure to remove just the webclient?
Apparently disabling the dsmcad service also works ?
I set chkconfig dsmcad off - is there a better way ro rpm- U this damn thing or is in the base BA rmp (boo)

The Remote connect via WEB will NOT run if you don't enable the WEB Agent.

Enabling the WEB Agent (via installation) is done intentionally. Thus, it is not running by default.
