What level of grant authority do you need to view the Diagnosis tab?
I know it is working for Administrators.

You need system, policy or node authority.

If you click on the lifebuoy in the top right corner, and go under documentation, there's a nice table of what the different authorities you need:

I have given the user "grant authority "admin" classes=node authority=access node=******" but the user still cannot get information from that area. I know it is working because I can see the logs. I double checked the node name also.

Give authority=owner instead of access a try. Since you're trying to manage it, and not just restore files from that node.
