Does anyone know of an SQL select or other way to determine the version of z/OS library manager that is running?

Are you asking about the TSM Media Server? If so, you can look in the JOBLOG for the media server and you will see something like the following:

Tivoli Storage Manager for z/OS Media
Version 6, Release 3, Level 4.0
IBM*
Rocket**
Licensed Materials - Property of IBM
