DC restore from bare metal

Scenario: The only DC goes down (drive bad) and needs to be rebuilt. Windows is installed from scratch and renamed back to it original name. All service packs and security updates are installed now as well.

Question: Everything I've seen shows the entire c:\ drive restored. Is this required or can I just skip to restore the System State and Active Directory and not do C:\?

Provided that you have all hardware installed properly and the same as before, you need to restore C: the way it was through the backup. Remember that files on C: are intertwined and restoring just the system state, etc. would not work.
