Problem fixed:  I got the offline catalog update to work, though I have no idea 
why it suddenly works.   None.  It just does work now.  I have now been able to 
set the Volumes and such.  I did restart some of daemons for the master server. 
 The restart seemed to allow the setting of offline backups which as I 
understand now, is not available option on the NetBackup 7.1 version.
