I believe most people recommend upgrading then moving.   

You might want to have a look at this technote for migrating to new
hardware.   It includes special notes on migrating to RHEL.

FYI:  NBU 7.1 takes up significantly more space than 6.x did.   We had
some media servers that upgrading took some effort - make sure you plan
for space requirements.

Here we did it completely differently so we could use a new hostname.
We did a fresh install of NBU 7.1 on RHEL6 then copied entire policies
from the old master to the new one.   Since most of our backups only
have a 90 day retention we are leaving the old master up until the 90
days has passed and then will bring back any longer retention unexpired
tapes and import them into the new master.   We did it this way because
our old master had other things going on and we didn't think we could
move enough things all in 1 day of downtime.

not sure it it would be better to upgrade software first, then move to
the new hardware, or v/v.
