As far as I know to be able to restore images from the old environment you have 
only 2 options:

1) Just keep the old environment up and running until all your images expire, 
since a new master can't do anything with another master server's catalog
2) bpimport your media into the new environment

For step 2, you can either attach the old library to one of your new media 
server(s), inventory it and using barcode rules place these tapes into isolated 
volume pool(s). (make sure they don't go into scratch) or you can inject your 
tapes as needed into your new library (assuming tape drive compatibility) and 
scan them in as needed. I've done both approaches and both work well. I have 
seen problems importing large number of tapes this way however. When images 
have fragments spanning more than 1 piece of media it sometimes is unable to 
"piece this back together". Of course I'm basing this on my experience with 
importing tapes from a badly managed 5.1 master server I inherited into a new 
6.5 environment. Out of about 400 tapes (can't remember how many images) I had 
about 20-30 import failures. I did manage to get the 5.1 server to a point 
where a catalog check was clean as well.

Some other avenues you might try:

1) Build out your new environment fresh and migrate your old catalog to the new 
environment. (prune out unneeded images first)
2) There is a new feature in 7.1 (I think its part of 7.1, if not its coming 
soon) that allows you to duplicate images to another netbackup domain (ie: 
another master) This duplicate image is a copy 2 just like a normal image 
duplication. The benefit here is you can expire it from your source netbackup 
domain but have a long retention time in the target netbackup domain. I'm going 
to be looking into doing this for some of the same reasons - dealing with a 
growing catalog. I'm in an environment where I can't recycle tapes - once a 
backup is written its vaulted forever. So I wanna put a "DR" netbackup domain 
in another data center and duplicate long term retention images to this remote 
domain (likely just my monthly, quarterly and yearly fulls)
