You probably have multi-streaming turned on for this policy. The 
ALL_LOCAL_DRIVES creates a stream for each drive letter, and usually one for 
system state or shadow copy components. The streams are created regardless of 
exclude list contents.

The stream that performs the backup of C: produces no output because the whole 
thing is excluded.

I have two possible solutions:
1) turn off multi-streaming for this policy. I'm not sure what effect this has 
on the system state backup.
2) have the administrators include *something* on the C:\ drive, even if it is 
an empty directory.

Hi,

Please disregard, the actual example is:

Exclude Lists:
C:\
D:\

Include Lists:\
D:\Mydata

Where mydata is the only path we want to backup and nothing else on D:\
(potentially TB of live DB, where, we only want the dumps, for example).
