By 'label', do you mean the barcode on the outside of the tape?

If so, when you put such a tape in the robot, it will assume it is the
original (written to) tape with the same barcode. 

However, if it goes to use the tape, it will verify that the label
written on the tape (the RVSN) matches.  If it doesn't, it will think
something fishy is going on and freeze the volume that matches that
barcode in the database.

More importantly, you might be confusing yourself about which tapes are
where if this happens.

For the most part it doesn't matter.  You're just trying to guarantee
uniqueness.  But I'm not sure I understand what you mean about an
existing sequence.
