Can you try the ssh method of the netbackup install script?
This may be allowed where ftp is not. Or the sftp method may be
allow.

I have an issue . MIght be im doing something very silly
-> Im installing a netbackup client from master serevr
solaris , netbackup 6.5.4
solaris , netbackup 6.5.4
-> I have done host entry on master , media and client
and it seems fine
Tried pushing netbackup from master A to client B
-> bash-2.03$ sudo ./install_client_files ftp B root
Client B -- Solaris hardware running Solaris10
Installing NetBackup software on B as user root
Password:
Login failed.
Ftp failed because of an invalid user name or
password.
B install failed
When I login to client using same root and psswd . it works
fine and I can login
