Here's an update:

Moving the same backup to 3 new media servers we installed last fall allowed 
these policies to work.

When I started updating tape drivers and re-running cfgmgr I saw a great deal 
of improvement but it went from zero to about 75% on the older servers. Moving 
them to the new servers made it 100%.

I "believe" the HW upgrades in our network infrastructure may have created 
changes that made it hard for servers with older firmware to deal with, 
especially in communication from client to server.  I've asked our UNIX people 
to determine what the firmware differences are between older and newer media 
servers, and put in a ticket for them to upgrade any firmware that is out of 
date compared with the newer media servers.

I think I have a pretty good working theory; we do have an interim solution; 
and we'll wait and see how it goes when we're comparing apples to apples in 
terms of performance when firmware levels the same.

I have the same issue w/RMAN backups, I have a case open with Symantec (I 
occasionally get this sporadically):
