Defintely all new Media Server should be 64bit for any OS
 
32 bit will not be supported for Servers in future NBU releases.

My master is running in Windows 2003 32 bit operating system with 8 GB RAM.
 
Is my master utilizing this full 8GB of RAM ? if not how can I make my master to go ahead and use 8 GB of RAM.
 
How can know how much memory my master utilizing ?

In general 64 bit is faster and can handle more memory (no 4 GB limit), so 64 bit will probably do better
But as always it depends on your setup

We are in process of setting up a New Backup Setup, Currently all our
Location NetBackup Master Servers running in 32 bit Windows 2003
operating system.

I have some doubts in choosing my NetBackup Master server OS Bit
Version. We have both 32 and 64 bit OS's.

Which will do better in my NetBackup setup either 32 bit or 64 bit.
