I don't think that's necessarily true.  The cartridge should have the
name "universal" if it's usable in all formats.  

It seems like there were some non-universal cleaning cartridges on the
market before that.  The HP cleaning document mentions changes that were
made to accomodate the universal cartridges.  It also says that "earlier
cleaning cartridge uses more abrasive media to achieve effective
cleaning of the drive".  So there must be some difference.

The LTO1 cleaning tapes may not be universal cleaning cartridges.  My
take on reading the HP document is that if it isn't compatible, the
drive should realize that via the cartridge memory and eject the tape
without attempting to clean.
